Leash Law of Henderson County

All dogs in Henderson County must be on a leash, behind a fence, or on the dog owner’s property and under the owner’s supervision at all times when outside. Any dog found unattended or unconfined on public or private property may be impounded.

§ 95-1Running at large prohibited.

No person shall permit a dog to run at large, and it shall be the responsibility of the owner of a dog to keep same confined to the owner's property or to be under the direct control of the owner when not confined to the owner's property. "Direct control" is the power to manage and direct said dog and is not limited to physical control of the dog.​​​​​​
